Uplands Metropolitan District No. 1 and Uplands Metropolitan District No. 2 are Title 32 Special Districts that have been established for the purpose of financing and installing street, park and recreation, water, sanitation, landscaping, transportation, mosquito control, safety protection, limited fire protection, and television relay and translation improvements of the Districts, and the provision of covenant enforcement, design review, and security services; and all other improvements or services permitted by Article 1, Title 32, C.R.S. (collectively, the “Public Improvements and Services”), except as specifically limited by the Consolidated Service Plan for the Districts approved by the City Council of the City of Westminster on September 12, 2022, as it may be amended from time to time (the “Service Plan”).

The Public Improvements and Services are for the use and benefit of the residents and taxpayers of the Districts. The Districts are located in the City of Westminster, Adams County, Colorado. The Districts are quasi-municipal political subdivisions of the State of Colorado authorized to provide specialized services that the City of Westminster and Adams County do not provide.

The Districts may incur a maximum debt of $55,765,000, collectively. Fees, subject to limitations in the Service Plan, or tax revenues collected from a mill levy may be used to repay such debt.

The Districts may each assess a maximum mill levy of 40.000 as adjusted for changes on or after September 12, 2022, to repay such debt.

The Districts must file an Annual Report to the City of Westminster’s Clerk at the City’s administrative offices, the City of Westminster, the Division of Local Government, the State Auditor, and the Adams County Clerk & Recorder.

The Uplands Metropolitan District No. 1 boundaries overlap with the boundaries of Adams County, Rangeview Library District, Hyland Hills Park and Recreation District, Regional Transportation District, School District 50- Westminster Public Schools, Urban Drainage South Platte, Urban Drainage and Flood Control District, and Westminster.

The Uplands Metropolitan District No. 2 boundaries overlap with the boundaries of Adams County, Rangeview Library District, Hyland Hills Park and Recreation District, Regional Transportation District, School District 50- Westminster Public Schools, Urban Drainage South Platte, Urban Drainage and Flood Control District, and Westminster.
